.bin - Windows Binary Files. Thus, they are not extracted.

is there anything important in arm7.bin and arm9.bin?

We discussed the arm9.bin files earlier, and it indeed has some important stuff in it, but it's more like permanent ARDS Hacking.
There's nothing special in arm7.bin, as far as I know.

You can open both of them in Hex Editors, but requires a step in CrystalTile2, but it didn't work for me.
Status in Japan: 外人 (Gaijin = Outsider/Foreigner).
